As a matter of fact, the brand name of the offending heater rod, should have been indicated.
Otherwise, people may blame a manufacturer, who is entirely blameless.
For the sake of clarity in this issue, would the originator, of the initiating e-mail, please clarify the issue? 
i.e. Who was the manufacturer, was it intalled improperly, was it a deteriorated cord. What was the cause.
