Institutional heating systems seldom have humidification during the=20
winter months. The pianos get drier and drier as the winter progresses,=20=

and the pianos get flatter and flatter in pitch. Despite the wonders of=20=

global warming, Massachusetts had several weeks of record breaking cold=20=

  temperature in January, which brought the relative humidity way, way=20=

down. The result: pianos going very badly out of tune, and severely=20
flat. New cracks in several clients' pianos. Including a one year old=20
Boston grand, at a local high school.

Aside from that major caveat, yes, some "tuners" can't be bothered to=20
adjust a piano's pitch.

PS Was the "8 cycles flat" uniform, or mostly in the region above the=20
bass/tenor break? This region really drops like a rock in low humidity=20=

conditions (especially on Asian pianos).
