Regardless of what the piano "should do", the customer has expressed = his/her preference for less movement of the hammer rail. I think you = should likely attend to his/her expressed preferences. Two options: 1) Put a whole bunch of play in the soft pedal so that = the hammer rail only goes so far in its travel; or 2) Move the spring in = the trapwork (the spring in the bottom board for the wooden soft pedal = lever) further away from the pedal - that way a full pedal travel will = give the hammer rail a lesser travel.
