A 6:3 octave is one in which the 6th partial of the lower note is compared with the 3rd partial of the upper note. Those two notes will be the same. The 6th partial of A3 is E6 and the 3rd partial of A4 is also E6. Similarly with a 4:2 or a 2:1 octave.
