Is this hammer capable to make very precise tuning pins movements?

The answer to this question is "yes". But my related question is does =
one commonly make the tiny movements with tiny impacts, or does one =
revert to a motion more like one would use on a traditional tuning lever =
(a small push, rather than an impact)?

Can it replace a "regular" hammer?

On verticals, yes. On grands you will want to either use a traditional =
lever or a "T" impact hammer.
