Yes,
Tap the hole in the plate to 5/16" NC (18). Get a piece of 5/16 brass rod, 
thread it to match, chuck it in the drill press and feed it carefully down 
onto a drill bit clamped in a drill press vise to center drill it clear 
through with about a 3/16" bit to make a pilot hole. A lathe would be 
nicer, but this works fine. Cut to length and screw into the threaded plate 
hole with  some JB Weld to make sure it stays there. After the JB cures, 
drill (following the pilot hole) and tap for the agraffe of your choice. 
It's a permanent fix, as far as anything can be permanent, and doesn't show 
once the agraffe is installed.
