If it's indeed made in Vienna and built before WW1, it might have a Viennese 
action.
Those don't have any stell flanges. But the hammer is fastened directly to 
the key via a brass "fork" (Kapsel, in German), sort of a flange. You can 
look on my website at the Bosendorfer piano. That one has pictures of the 
Viennese action.
