1884 Chickering "Brown" action regulation advice, please

P.S. To those ridiculing the idea of working on this:
It was donated by the head of the hospital auxilliary,
possibly for a big tax-write-off. The hospital
therefore intends to keep it, although I informed them
of its limitations. And I need the work. 
     If they don't like the results, they will be able
to sell it ( probably ) to an avid antique buff for
what I am charging, and I have several Conovers lined
up as possible replacements. ( Nice, mellow
tone--perfect for a hospital atrium ! )

P.P.S Anyone want to buy a  Conover, 5'8" or 6'2" 
( fabulous ) model?
