Balance rail punchings

You didn't by any chance vacuum up all those felt punchings...;-]   I'd think they need to be there or you'd have a extra noisy action.   Normal dip?  Keys level?   Keys a little low under the music rack?  Some space?   Try one key.   You'll have to lower the capstan and add a front punching.   If it works Ok....dampers are not lifting early, you could add one thin felt balance rail punching all the way across and do the regulation....
