For sure - the only way to do it! Every time I've done one of these jobs 
(just did one a few weeks ago), I fill out most of the paperwork for the 
owner, and hand them the paperwork and tell them to mail it in for 
reimbursement. I charge them the full price and let them pursue 
reimbursement!
