There is an old standard in buisness that goes along the lines that if a market isnt there by virtue of its own nature... then you create it. Such an idea is interesting and would succeed if you can find a way to appeal to a big enough and important enough part of the the existing market. It might be easier however for a given Steinway dealer to custom prep instruments to their peak... hand picking the best they can get from the factory to begin with and selling these to the public at large for a higher price. Given this internet world, and the right kind of marketing... that sounds like a doable to me at any rate.
