Hi Bill, Yes that's exactly what it means 23% + or - 3% could be as low as 20 and as high as 26% You will find that below 20% and above 80% most gauges + or - value will increase quite dramatically. I've seen some that were + or - 10% so 20% could be 10 or 30! Precision of more than + or - 5% is generally expensive--but worth while.
