Yesterday I corrected Vladan saying that the cents offset due to the Doppler effect was the same coming as going. After some careful reconsideration, Vladan was right after all. The Hz difference is the same coming as going, the cents offset is different. However the conclusion that the bicyclist slowed down after passing the ice cream truck cannot be made unless you know that the ice cream truck was right on pitch. The differences between coming and going as so small in this case that they are overshadowed by the uncertainty of the speed of sound at those particular conditions.
