HMMMM! I've been thunkin' agin. It wouldn't be difficult to make such an applicator, as Jon described. A tube with an ultra fine thread and tip to fit micro hypodermic needles. Take a bolt of appropriate thread and cut a groove on the very end to accomodate an "O" ring. It would certainly be controllable, but would be a bear at loading it up with CA. i.e. slow in/slow out.
