Yes, I agree; I just finished regulating one at the school here. The super-robust trapwork is typical, too. Chris, this appears to be the Fandrich Vertical Action. They made a few pianos in the 90's with their name on them; that's probably the small run you're thinking of. The action is still in production; they're currently fitting this action into upright pianos made by Klima in the Czech Republic, and should have them available for sale around the world: http://www.fandrich.com/index.php?loc=tech I just wanted to let you know that mechanically, at least, it's really not one-of-a-kind.
