Hi Mike, I am successfully using Skype to make long distance calls to dial phones. It is free to do so within North America for the rest of this year--and their international rates are very low. I have even successfully used it with a dialup connection to call Hobart Tazmania. There was little time delay--but I think that is a function of how busy the net is and whether the voip programs can find a "clear path". Many isp's are trying to "block" voip calls, but Skype at least has "fought back" with a stealth mode to sneak by the detection software. This means a short wait when "dialing" a call.
