shanks and butts....

I am about to do my first -all new- butt, shank and hammer job

The shanks I bought are 7/32" and the hammers were bored for that size. I 
just received the new butts and to my suprise the bored hole in the butts 
are bigger than my 7/32" shanks. When I put the shanks in the butts there is 
wiggle room. This doesn't seem right!

The butts are made by Tokiwa and they are for a brass rail.

Is this normal? Or should I return them and ask for butts bored for 7/32" 
shanks?

When I looked in the Schaff catalog to see if shanks are made bigger than 
7/32" I could not find anything butt shanks drills that were for sizes 
smaller than 7/32".

I'm confused...please help.
