Most older scales use a C88 speaking length in the neighborhood of 48 mm. One exception being the S&S Model S which I have measured as long as 63 mm. And, yes, this give a tension of some 223 lbs (using their standard #12 1/2 gage wire) at a breaking strength upwards of 80% (depending on whose wire is being used). And, yes, it is generally impossible to tune the top few unisons to pitch. The only reasonable solution is to recap (or replace) the bridge. In general, 54 mm is a good starting point.
