Have run across a website for this fellow, www.playerpiano.com, in which he says, "The PTG (Piano Technicians Guild) now is making recommendations to the tuners in the field to apply cyanoacrylate glue (Krazy Glue) to the pin block to help tighten the loose Pins." He goes on to say, "WE RECOMMEND NEVER TO DO THIS BASTARDIZATION TO YOUR PIANO (IT WILL DESTROY THE PIN BLOCK!)." 

PTG doesn't "endorse" particular techniques, as far as I know.
