The valve is being signaled to operate. It's a fairly logical system.
The note is working, it's just always working. Look for a loose connection
at the fitting to the valve chest, split/disconnected tubing.
A disconnect in the tracker bar itself is highly improbable.

If there is lead tubing, there also may be a split or very porous section;
be careful not to suck on any lines to free them ;-P

The lead dust from oxidation inside the tubing is toxic.
The outside is usually sealed with shellac.

Instruct the customer that if you have to remove the stack, which entails
disconnecting the vacuum supply to the stack and wind motor, the large
hoses might not seal properly once removed because of stiffness/brittleness,
causing further loss of power.
