redrilling plates for 90 deg hitchpins

    I once had the same situation in the field with no new pins.  In 
desperation, I drilled a hole in the plate where I thought it should be 
approximating the original diameter.  I then  went to the next size larger 
drill, broke off the smooth end and drove it in the hole.  An interference 
fit to be sure, and it wasn't pretty, but it is still holding after 10 
years.  Drill rod is tough stuff.
