There are two reasons to clamp the structure to close the gap as much 
as possible
before drilling. First, so no debris is impacted into the separation 
restricting closure.
Secondly, to align the drill hole on both sides of the separation 
because if drilled
before closing, the holes form a slight "V" when the sides are drawn together
restricting closure.

Clamp, drill, insert bolts, glue, tighten with clamps and bolts. 
Sometimes a carriage bolt
can not be used because the soft facer board on the back just causes 
the bolt head to
sink in crushing wood. Hex head bolts and washers distribute the 
force, maybe even
fender washers.
