That is exactly what an inventory tax does. Companies routinely destroy
things that have been in warehouses too long. It's precisely why you can't
buy vintage car parts from a new car dealer. They can't afford to keep dead
stock in inventory because it gets taxed every year.

If a tax law provides a financial incentive for companies to generate 
that amount of waste, the law needs a revision. To take all those trees, 
resources, labor and energy and toss it in the landfill is unforgivable.

Can't they at least take out the keyframe and action first?
