[pianotech] center pin function

I have two upright actions sitting in my office.  On one, the center pins
are clamped in a brass rail, and do not move.  In the other, the center pins
are tightly fitted into the birdseyes of the hammer butts, and rotate with
the butts.

Just had to put in my oar.
