They are called over dampers.
The shorter length 'rings' at a higher overtone, and the extra damper works on that.
The Yamaha U3 also uses some.
In fact some people add them, if a customer complains of the 'ring' in their piano.
I think the Journal had something, about making them. Or then again it might have been on this list, a while back.

  List, a customers' Steinway Upright has some added dampers, located from A2 to E3. SN42399, 85 keys.  Would someone please explain the added dampers and why?
