I have a certain service area where there is no charge for mileage. Outside of that, there is an additional charge for mileage/time. I don't think there's anything unusual about working this way and no one has seemed surprised or complained (well, not to me). All of my referrals are word-of-mouth (no yellow page ad), so I don't normally get price shoppers.
