I have found that a pry bar under the action bracket will allow you to flex
the stud on the top and move the action up while you listen to the tone.
Just lower the bolt the action bracket sits on first so you have plenty of
room on either side of the ideal you are looking for.

What's the problem exactly that leads you to believe there's a strike point
issue?  Only by moving the action up and down (in this case) will you be
able to tell by listening whether the tone changes in a way that you like.
It will only be an issue in the treble and the point at which it becomes a
non issue varies from piano to piano.  It is the change in tone as you move
the action do a different strike point that you need to listen for.  If the
tone is very thin and weak then the hammers are likely too close to the
pressure bar.  If the tone is somewhat distorted and lacks focus then it is
possibly to far away from the bar.  Only by shifting the piano up and down
and comparing the tone in different positions will you become sensitive to
the changes.  This is trickier on an upright than it is with a grand where
you can simply slide the action in and out.  If you are not happy with the
tone generally it could be any number of things by most likely hammer
condition or consistency or it could simply be a crappy soundboard/bridge
assembly.  I wouldn't focus on that for now.  Figure out a way to shift the
action up and down as you are playing a given note and listen for the change
in tone.  You have to start there.  Calculations are fine in theory but in
practice, you have to listen and make a judgment.

Why do you think there's a strike point problem?  If moving around the
strike point doesn't result in any noticeable difference in tone, then I'd
look elsewhere for the tonal problem.

I'm having real issues finding a good striking point in a piano im working
on, does anyone have any advice?
I've read an article not too long ago in the PTG journal bout it, but it
