That is definitely a come-on tactic they use. Been there done that. I think it's unscrupulous, but what are ya gonna do? I would guess there is a zero chance someone actually called the BBB regarding you or your business. I joined for a year, back when I was a much younger pup, and found there was a zero benefit to my business. Every year after that I got left messages saying that someone had called regarding my business and that I needed to call so and so back immediately at BBB. What a ploy. If there were anything serious involved you would be contacted by mail with a request to answer "charges" if anything were amiss. Hogwash and balderdash I say. Are there any real benefits that membership will provide? None, I'm inclined to say.
