It works by having a rotating hammer strike the back of the chisel anvil as you
press the chisel end into the wood and press down. Even with light pressure it
vibrates a fair amount making it difficult to make fine and precise cuts. It's
great for hogging out large amounts of wood.
 
If notching bridges is your goal you might check out other similar, but smaller
and more precise tools.

I have one of these. It's an interesting tool but some crude for anything like
bridge notching. I use it for brute force wood removal. You might be able to do
one but I think you'd find there are dozens of mistakes just waiting eagerly to
happen.

I just saw the video this morning. Years ago I had to renotch a Young Chang
console bridge with horizontal laminations. It was a nightmare, but I think one
of these would have made it a breeze.
