It works by having a rotating hammer strike the back of the chisel anvil as you press the chisel end into the wood and press down. Even with light pressure it vibrates a fair amount making it difficult to make fine and precise cuts. It's great for hogging out large amounts of wood. It's an interesting tool but some crude for anything like bridge notching. I use it for brute force wood removal.
