When I go to evaluate any piano that is well below pitch, I do a pitch raise as part of the job. I charge for an evaluation the same as for a normal tuning; it usually takes about the same amount of time. The pitch raise helps make sure there are no pin torque problems, and any string or plate breakage are best found now. If they keep or move the piano, we have the pitch close to A440 to start with. If the seller is not willing to risk having anything break, I cannot recommend the piano. Both parties are likely to understand this.
