I might be late to this party, but Matthew did not mention front rail key bushings. After balance hole and balance rail key bushings are deemed (or made)  free that is my next dart at the sluggish key dartboard.
All else mentioned as well . Whippen flanges , dog leg key bushing wear , weight issues. As Ron mentioned  key 88 is too front heavy in many small verticals. Many manufacurers "scoop "out excess wood in front of the balance point. I get the Jed Clampett whittlin' knife out and remove some material.Often that will be enough to get #88 to return.

By the way, calling Wurlitzer is calling Baldwin and as of my last attempt in early spring they won't answer the phone . Just my opinion --I'm not bitter --really I'm not .
