Possibly the psuedo-sustenuto bass sustain is not adjusted to the correct height. The damper tray may have a return spring that is missing or weak. Excess friction on parts of the system (damper lever flanges, damper wire bushings) could be part of the problem too. Take your time, be methodical, bill appropriately.
