A rust neutralizer doesn't necessarily remove rust, but it 
transmogrifies it into something inert and hard, preventing 
further rust. Then you can either paint over it, or laugh 
hysterically because you don't have to. You can also swab down 
the inside of the pipes with a wire and ??? mop to kill the 
internal stuff. Loctite makes some, as do a whole bunch of 
other companies. Google rust neutralizer, and go shopping.
