I have run across that...not often, seemed to me it was Korean makes...but I think it had to do with the centerpin plating. You could work the flange back and forth a number of times and it would seize up...I'd just protek/goose and see what happens. Certainly repinning will fix it but pretty expensive... I will check the action centers & keys for friction levels, of course, but this seems sort of unusual--well, I've never been witness to such behaviour, anyway.
