Could be, but the S scale is pretty much universally way long. Erratic, but long. At least the ones I've seen and heard of.

And since the original scale designers have probably long since shuffled off their mortal "coils" (not to suggest that they in any way resembled tuning pins), I guess we'll never know what they were thinking.
