Well, that's what it gets called in UK usage, but it might be something different elsewhere! The supply houses sell pre-cut strips of felt to replace worn/cut stuff. The wooden rail tends to be called the celeste rail. But for some reason, the pedal is only called a celeste pedal with it is the third, middle pedal on a modern upright, and the left pedal is half-blow. People in general here just call the left pedal on old birdcage uprights the "soft pedal". Best regards, David. I couldn't think on a name for it. Celeste felt.
