Looks like someone was trying to lock in the key level regulation. ...Or invent a constantly variable key ratio system.

There are to many of those "tunas" out there. Makes you 
wonder about their IQ level, let alone tech skills.

  My customer said 
  that her husband had a hard time playing little spinet piano.  Wonder 
  why?  Aside from the well fed moths it seems the previous tech used 
  reinforcing paper circles for balance rail shims ... I am not sure why the use 
  of the lock washer.
