The picture is too close.
How about a picture showing the full upper action, so a proper  
'guess', can be made.
I think that a player piano tech should be contacted.
Just one tube disconnected could cause it not to work.
If nothing has been done to it, I don't think that the owner is going  
to be so lucky.
It can be very costly, of course that is relative, to get it working  
properly.
