[pianotech] water base finishes and transfer fallboard decals

Jim,

I haven't used them with waterbased, but regardless of the finish, make 
sure the decal is fresh (not too old), and that you have thoroughly 
rubbed it down before you finish over it.  If the finish gets an 
opportunity to wick under the decal it will be toast.
