Anne's exactly right, look at the dampers, must be a viennese action. I'm working on a Bösendorfer right now that looks very similar. The dampers often have hinge problems as well. As long as the action is intact enough for you to get the details of things like beak leather thickness it shouldn't be to hard to make it work. You will need a pair of snap ring or kapsel pliers and the regulation will involve the action coming in and out a lot.
