I use TuneLab for pitch raises (and then tune aurally). I did an 80-cent raise on a console last week, using its overpull feature with instant measuring, and on the second pass, the largest error was -5 cents.

With pitch this far off, I do two pitch raise passes (to see if the piano is stable, for one thing), and then fine-tune aurally.
