I have often wondered lately.

Why is "rocket science" seemingly always used as
   some kind of scapegoat in the attempt to settle an issue?

Why not, "it ain't dentistry", "it ain't psychiatry?", "it ain't aviation", etc.

Isn't that what is really taking place,
   a sort of dismissiveness?
