Instead of fabric softener, which can discolor the felt, have you thought about steam voicing? It is quite effective, and reversible, ad it doesn't change the color of the hammers.

Those of you who use fabric softener on hard hammers what do use, what do
ou mix it with and in what proportion.  I've got a customer with an old
pright that someone put some real rocks on and there's no way to needle
hem down.  Tried the alcohol and water route with limited success, going to
lan B before I set the explosives.
