Tom,
I had that problem with a "same age" Baldwin Acrosonic, only it was in the middle register with just a couple of spoons.

  Were they sluggish with the damper pedal pressed?  Early 1970's Kimballs had spoons with a rough green substance that wore grooves into the damper lever felt.  The spoons got caught up in the grooves they made.  ---Tom Gorley
