Rust converters are available by the quart too, which means you can 
brush it on with somewhat better control than you can get with a spray 
can. So you can brush it precisely where you want it, avoid areas where 
you don't want it, and not be breathing the over spray.

Rust on tuning pins is a no win situation whatever you do, or don't do. 
If you can't ignore it altogether, this seems to me to be a practical 
next alternative. In my climate, I can fortunately ignore it as a field 
repair.
