Like the Rockwell scale for harder materials like steel. Shore A is for soft stuff like neoprene or cork/rubber gaskets and such. I suggested the Shore D scale, which should cover glue hardness ranges. The measurements are taken with a durometer which pushes a specifically shaped plunger into the measured material under a specified pressure load and measures penetration.
