[pianotech] Mystery tool

It is the tool to ease balance rail holes I believe designed by Yamaha.   
Pianotek has it # JCH-23

I've been reviewing Yamaha's Little Red Schoolhouse material and I've noticed 
they sometimes use non-standard terms, for example, calling knuckles "rollers." 
One that has me stumped is their reference to a "CF tool." What is that?
