One of the biggest reasons why the bird cage pianos were failures is because they could not dampen well.   Maybe you are fighting a up hill battle.

  Richard: Thanks for your advice. This piano is a family heirloom, and they wanted it to be made playable again. It is an 1890 vintage German Neuman, with a full plate sort of a transitional version of the upright. I have seen one other German birdcage of this vintage, and it was similar.
