"Why does this old German action I saw the other day, have an extra
damper lever complete with spring, but no damper, and where none could
go? Is it to apply a tiny extra bit of pressure to the damper lift rod?
I dunno!"

David,
You guessed correctly! It is put in there to make the damper lift rod NOT
rest on the damper levers. If left out the lift rod, would lay against the
damper levers and make them "bleed". I've added many of those to uprights,
to avoid that problem.
Best,
Joe
