When I polish capstans, I like to use metal polish and rub the capstans with about a 1" by 1" square of hammer felt. Hammer felt is great for things like this because you can apply pressure without worrying about scratching the capstans.You can usually get a mirror shine on them and it doesn't take as long as you would expect. Hammer felt also works well for polishing key pins. I drill a small hole in a longer piece and work it up and down the pins.You may have to use more than one piece.
